This is Kach. He is a Nigerian musician, known for pioneering the Afrotrap genre of hip-hop.
Kach is the son of Ibe Kachikwu, the Nigerian petroleum minister, and it seems he got one of his dad's colleagues to join in on the fun.
Dino Melaye, a senator for Nigeria's Kogi West district, caused a stir when he starred in Kach's latest music video.

But a lot of people on Naija Twitter are shook - and not in a good way! Did we mention that the song is called 'Dino', the politician's name? Here he is wearing a t-shirt that says LEGEND and posing in front of an expensive car.
